India - Sweden collaboration for climate resilient and sustainable cities
What
India is advancing net zero goals for its cities, aligning with the national target of net zero emissions by 2070, through city-specific climate resilient action plans and low-carbon initiatives.
Several cities have pioneered these efforts, creating substantial opportunities. Seven cities in India (Ahmedabad, Rajkot, Vadodara, Coimbatore, Trichy, Tirunelveli, Udaipur, and Siliguri) have released Net-zero Climate Resilient City Action Plans, the first such batch in South and Southeast Asia. Other leaders include Indore and Gurugram targeting net zero by 2050, Mumbai with its 2050 roadmap, Nagpur's zero-carbon buildings plan, and Bengaluru's climate action plan.
Net zero city projects in India are funded through a diverse mix of domestic government schemes, specialized institutions, municipal bonds, and international climate funds. 12 Indian cities have also started issuing Indias first municipal bonds, with over ~USD 424 million raised under the Smart City Mission.
Key central schemes also channel grants and investments to cities for climate projects such as Smart Cities Mission and AMRUT that support climate smart urban infrastructure with an investment of USD 22 billion allocated across 90 cities. These address interventions in climate and environment-related sectors, such as urban greening, water resource and wastewater management, solid waste management, and air quality.
Top multilateral funds like Global climate fund, ADB, Climate investment fund, World bank also play a pivotal role in supporting Indian urban decarbonization by providing grants, concessional loans, and technical assistance. Multiple opportunities are emerging in India across low-carbon infrastructure, energy efficiency, and climate resilience projects.

Join Business Sweden Net Zero cities program to capture opportunities in climate resilient city action plans to help accelerate the pace of green transition across prioritised sectors in select cities. The planned engagements are at Two levels:
- G2G: Connect with Indian cities respective climate action plan enablers like smart city missions and municipality departments for knowledge sharing and roadmap development.
- B2B: Create consortia of Swedish technologies for clean energy, mobility, air quality, water resource management, waste management etc., and run technical workshops with local authorities to push for business development dialogue's.
