WHAT
Importance: In October 2025, the wind power industry issued the “Beijing Wind Energy Declaration 2.0”, calling for annual additions of at least 120 GW of wind capacity during the 15th Five-Year Plan period (2026–2030), including no less than 15 GW of offshore wind each year. The declaration sets ambitious targets: cumulative capacity of 1.3 billion kW by 2030, at least 2 billion kW by 2035, and 5 billion kW by 2060. This will result in a significant increase in installed capacity in the offshore wind sector. That provide opportunities for related companies.
Business opportunity: A total of 27 provinces and municipalities nationwide have included wind power and the broader new energy industry in their 15th Five-Year Plan proposals (2025-2030). Among them, nine provinces specifically mention offshore wind power: Hebei, Zhejiang, Fujian, Liaoning, Guangxi, Guangdong, Shandong, Hainan, and Jiangsu.
- Companies specializing in the manufacturing of wind turbines can benefit from the increased demand for offshore wind power projects.
- Electrical and Subsea Cable Manufacturers: The development of offshore wind farms requires extensive subsea cable networks for power transmission. Companies involved in the manufacturing of electrical and subsea cables can supply the necessary infrastructure for offshore wind power projects.
Concrete project plan:
- In 2026, Jiangsu Province’s list of major projects includes four offshore wind power projects.
- China Power Construction Corporation plans to develop a 1 GW commercial floating offshore wind project in Hainan, with Phase I of 200 MW and Phase II of 800 MW, expected to be completed and connected to the grid by the end of 2027.
