For Business Sweden, this means enabling Swedish companies to contribute to Ukraine’s modernisation, reconstruction and long-term economic growth. Reconstruction does not begin after the war. It is happening now.
Infrastructure is being repaired, energy systems are being strengthened, and public administration is being digitised, while reforms are being implemented to align the country with the EU. Ukraine should not only restore what has been destroyed, but build smarter, greener and more resilient than before.
Midst this transformation, Swedish companies have an important role to play.
From presence to positioning
Business Sweden established an office in Kyiv in 2023 to ensure a long-term Swedish presence and create the right conditions for Swedish companies to do business. Together with the Swedish Embassy, Sida, The Swedish Civil Contingencies Agency (MSB), Swedfund and the wider Team Sweden network, we coordinate efforts that link Swedish solutions to Ukraine's reform agenda and internationally funded projects.
In our mission for Trade & Development, we support Swedish companies to navigate complex processes, identify priority projects and position themselves at the right stage.
Reconstruction is financed both through Swedish aid, the EU and multilateral institutions. The projects are already being planned, procured and implemented. Success requires knowledge of international standards, financing structures, and critically – timing.
The priority areas are clear:
- Energy security and resilient energy systems
- Sustainable infrastructure and transport
- Water and waste management
- Healthcare
- Digitalisation and public administration
These are sectors where Swedish expertise is globally recognised, and where the needs are immediate.
Circular reconstruction in practice – from Sweden to Charkiv
Reconstruction is not just about billion-dollar projects and major infrastructure investments. Swedish companies can contribute right now, at every scale. One example is the cooperation with the Swedish company Demontera. More than 2,000 windows from Swedish demolition projects have been recovered and reused in residential buildings and public facilities in Charkiv.
In partnership with the Swedish Civil Contingencies Agency and a local NGO, materials that would otherwise have become waste in Sweden have been given new life where they make an immediate difference.
This is circular reconstruction in practice. This is tangible societal impact in the midst of war. And it shows how Swedish companies can combine business, sustainability and real-world impact – regardless of project size.
A market in transformation – and a Swedish commitment
Ukraine’s reconstruction is one of the largest investment efforts in modern European history. It is not only about rebuilding physical infrastructure, but about strengthening institutions, accelerating EU integration, and shaping a modern, competitive economy.
Business Sweden's work is long-term. Despite the uncertain security situation, the direction is clear: to support the presence of Swedish companies, link concrete needs to relevant solutions and transform complex international financing into feasible business.
Sweden stands firm in its support. And we demonstrate this commitment through action on the ground.
